The Drug Enforcement Agency NGO Street Crimes Unit (DEA-SCU) is an independent, non-governmental and non-profit organization focused on crime prevention, community safety, investigative support and the lawful reporting of suspected criminal activity in South Africa.

DEA-SCU is not part of the South African Police Service (SAPS), the Directorate for Priority Crime Investigation (DPCI/Hawks), any municipal police department, or any other organ of state.

Where appropriate and permitted by law, DEA-SCU may cooperate with competent law-enforcement authorities and provide information or operational support relating to suspected criminal activity.

Our focus includes organized crime, drug-related crime, hijackings, robberies, human trafficking and other serious crimes affecting South African communities.

The Street Crimes Unit

The Street Crimes Unit is a specialized operational division of the Drug Enforcement Agency NGO.

The unit includes experienced individuals from policing, military, security, and related operational backgrounds. Their combined experience contributes to the organization’s crime-prevention, investigative support, and community safety initiatives.

DEA-SCU currently operates through several focused divisions:

Street Crimes Unit
Vice Unit
High-Risk Unit
Hijacking Unit

The Street Crimes Unit and High-Risk Unit focus particularly on serious and complex criminal activity where specialized experience may assist in identifying, documenting and reporting suspected offences.

Cooperation With Law-Enforcement Authorities

DEA-SCU supports lawful cooperation between communities, private organizations and South African law-enforcement authorities.

Where appropriate, information concerning suspected criminal activity may be reported or referred to authorities such as the South African Police Service (SAPS), municipal police departments and the Directorate for Priority Crime Investigation (DPCI/Hawks).

DEA-SCU may also cooperate with appropriate specialized units where such cooperation is lawful and has been properly authorized.

Our objective is simple: help strengthen community safety while operating within the framework of South African law.

Important Notice:

Crime Scenes and Lawful Operations

Do Not Interfere With Crime Scenes

Crime scenes must be protected.

Members of the public, private organizations and other persons should not unlawfully interfere with, contaminate, remove evidence from or otherwise compromise a crime scene.

This is particularly important at incidents involving:

Hijackings
Armed robberies
Theft
Drug-related offences
Human trafficking
Violent crime
Motor vehicle incidents
Other suspected criminal offences

Where criminal conduct or unlawful interference is suspected, information may be documented and reported to the appropriate authorities for investigation.

The decision to investigate, arrest, charge or prosecute a person ultimately rests with the authorities empowered to do so under South African law.

Arrests and the Law

DEA-SCU does not claim general police powers or statutory law-enforcement authority.

Where circumstances legally permit an arrest by a private person, members may act only within the powers provided by South African law, including the Criminal Procedure Act 51 of 1977.

Where possible and appropriate, suspected criminal activity is referred to SAPS or another competent law-enforcement authority.

Our members are expected to act lawfully, responsibly and with respect for constitutional rights.

Legal Compliance and Accountability

DEA-SCU is committed to conducting its activities within the framework of South African law.

Where necessary, the organization may obtain guidance from legal professionals regarding its activities, policies, procedures and responsibilities.

Volunteer Recruitment and Training

DEA-SCU intends to expand its community-safety capabilities through the recruitment and structured training of suitable volunteers.

Our objective is to develop a disciplined volunteer response capability whose members understand their responsibilities, limitations, and obligations under South African law.

Training and operational standards may include areas such as:

Crime prevention
Community safety
Observation and reporting

First aid and emergency response
Crime-scene awareness and preservation

Operational activities will remain subject to applicable South African legislation and the legal authority available to the individuals involved.
